This water system is owned by Shenandoah Utility Services, Inc., which is owned by Mr. David Mathews. The water system will soon have to stop providing water. This means customers of the system will have to switch to another water source, such as a private well or shared well.<\/li>\n<li>Customers of the system are eligible for funding to help offset the costs of installing a private well or shared well and secure a safe, reliable water supply. Please note that the total funds available \u2013 $200,000 from a court action and about $400,000 from a U.S. Environmental Protection Agency (EPA) grant \u2013 may not cover the full cost for every household.<\/li>\n<li>Funding is limited, so please complete the required <a VDH, through the Septic and Well Assistance Program (SWAP), will provide financial assistance to disconnect from the Shenandoah Utility Services Waterworks and install a new private or shared drilled well. Services may be offered at no cost or reduced costs, depending on household income, the cost of the well installation and the total number of households eligible for the EPA funding. To qualify, applicants must:\n<ul>\n<li>Be current customers of Shenandoah Utility Services Waterworks;<\/li>\n<li>Own the home; and<\/li>\n<li>Have a household income at or below 80% of the area median income.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Court Enforcement Action<\/strong>: The Shenandoah Utility Services Waterworks is owned by Shenandoah Utility Services, Inc., which is owned by Mr. David Mathews. Because of a legal case brought by the Commonwealth of Virginia and the State Board of Health against Mr. Mathews and Shenandoah Utility Services, Inc., VDH has $200,000 available to help homeowners pay for drilling a private or shared well. This money will be given as reimbursement after the work is done. Customers who do not qualify for EPA funding may still be eligible for this funding. do not qualify for EPA funding may still be eligible for this funding. You should qualify to receive money from the court settlement fund if you: (1) own a home that is connected to the Shenandoah Utility Services water system, (2) drill a private well and\/or connect to a private well, and (3) disconnect from the Shenandoah Utility Services water system. Please note that all awards of money from the court settlement fund will be by order of the court. All homeowners\u2019 income will be evaluated to see if they qualify for EPA funding.<\/p>\n<p>Funding from the court enforcement action does not include any income restrictions. This means that the total cost of the wells is unknown. VDH estimates that on average wells will cost around $25,000-$30,000.<\/p>\n<p>The exact amount of assistance available to each eligible homeowner will be unknown until it is determined how many Shenandoah Utility Services Waterworks customers qualify for the EPA grant. Currently, only five of the 23 households are eligible for the EPA funding and another six are being screened to determine whether they are eligible for EPA funding. If only five households are eligible for EPA funding, then the maximum amount of assistance available via the court ordered settlement for the remaining 18 homeowners would be about $11,111 per homeowner. Please note that all awards of money from the court settlement fund will be on order of the court. VDH does not have the final decision on funding.<\/li>\n<li>Do I need to wait to know the amount of court settlement funding I will receive before I can apply for a private well permit?\n<ul>\n<li>No, you do not need to wait to apply for a private well permit. In fact, VDH encourages customers of Shenandoah Utility Services to apply for a private well permit as soon as possible. Already having a private well permit will help speed the process along once the expected funding amount is known.<\/li>\n<\/ul>\n<\/li>\n<li>Do I need to know the amount of court settlement funding I will receive before I have a private well drilled?\n<ul>\n<li>Homeowners may move forward with having a private well drilled before receiving information about the amount of court settlement funds they are likely to receive. Doing so is at their own risk, however.<\/li>\n<\/ul>\n<\/li>\n<li>How do I go about receiving payment from the court settlement funds?\n<ul>\n<li>As of now, the court settlement funds would be paid as part of a reimbursement program. That means that you would need to have the well drilled, disconnect from the Shenandoah Utility Services water system, and submit evidence that you have paid for the well in full before you could be considered for payment from the court settlement proceeds. VDH is looking to see if some flexibility could be added into the process, such as allowing payment from the court settlement funds to be made directly to the well driller so the homeowner would not be responsible for paying the entire amount to the well driller and then waiting for reimbursement from the court settlement funds. VDH will update those who will be relying upon the court settlement if there is any change in this respect.<\/li>\n<\/ul>\n<\/li>\n<li>Is there a deadline to drill a private well?\n<ul>\n<li>As of now, there is no set deadline. However, the expectation of the court order is that the Shenandoah Utility Services water system will be closed at some point, meaning that all homeowners currently connected to it will have to obtain an alternative source of water for their home.
