The memo reminded operators that the 1994 VDH Guidelines for Snack Food Service in Care Facilities were rescinded in 2021 after being identified as not legally valid and inconsistent with the Virginia Food Regulations.<\/p>\n<p>The preparation and service of food requires a food permit unless only commercially prepackaged, non-TCS foods are served.<\/p>\n<p>Preschool-aged children are a highly susceptible population, and many foods commonly served in childcare settings are TCS foods. Even fruits and vegetables that are not TCS in whole form, such as melon, leafy greens, and tomatoes become higher risk once sliced or prepared and have been repeatedly implicated in foodborne illness outbreaks. All facilities, including childcare facilities that handle, cut, or portion these foods, meet the definition of a food establishment in Virginia, and must follow basic food safety standards under a VDH food permit to protect vulnerable populations.<\/p>\n<\/div>\n<\/div><\/div><\/div><div id=\"pgc-22915-0-1\"  class=\"panel-grid-cell\" ><div id=\"panel-22915-0-1-0\" class=\"so-panel widget
